The HRD Ministry has sent proposals to the Department of Industrial Policy and Promotion and the Department of Economic Affairs to permit foreign universities to open their campuses in the country as companies as provided under the Companies Act.

The letter sent by the affiliation department of CBSE says, "It has come to the notice of the Board that some of the schools have not yet developed their own website and have not uploaded the required information. Therefore to ensure the effective compliance, the Board has now decided to link compliance by the school with the registration of std IX and std XI candidates of each affiliated school. The school failing to comply with the above directions will not be able to register their candidates for board's examination and responsibility would lie with the school management".

Employability is a challenge and distance education is the only way forward, the minister said in an address at the third National Conference of Vice Chancellors of open universities."Employability is one such challenge, which has grappled India. Around eight million students join the workforce but only 10 to 15 lakh get jobs. It is a very concerning thing, as discontent will increase. I am sure distance education is the way forward to solve the problem," he said.

Three out of four adults were functionally illiterate and more than one in ten totally so. And yet few Brazilians seemed to care. Rich parents used private schools; poor ones knew too little to understand how badly their children were being taught at the public ones.
